Religious and Scientific Activities in Romania

In order to develop religious activities in Romania, you need the following documents:

  • - the opinion of the State Secretariat for Cults. The opinion shall be given to aliens carrying out similar activities in the country of origin or residence, after consulting the national counter-terrorism authority;
  • - proof of the quality of representative of a religious organization legally established in Romania;
  • - proof of living space and means of subsistence, at the level of 3 average salaries on the national economy;
  • - proof of health insurance and that he or she does not suffer from diseases which may endanger public health;
  • - criminal record certificate or other document with the same legal value, issued by the authorities of the alien's country of origin and, as the case may be, apostille or superlegalized.

 

For Scientific research activities, you need:

  • - the reception agreement endorsed by MCI
  • - the receiving agreement shall contain at least the following elements:

a) the title or purpose of the research activity or field of research;

b) the commitment of the foreigner that he will make efforts to complete the research activity;

c) the commitment of a research-development unit regarding the reception of the alien in order to complete the research activity;

d) the start date and the end date or the estimated duration of the research activity;

e) information on mobility intentions in other Member States, if mobility is known at the time of application;

f) a statement regarding the automatic termination of the reception agreement, in case the alien is not admitted or in case the legal relationship between the researcher and the research-development unit ends.

  • - a criminal record certificate or other document of the same legal value, issued by the authorities of the country of residence or residence and, as the case may be, apostille or superlegalised;
  • - medical insurance valid for the period of validity of the visa.

 

Other conditions

 

The approval of the Ministry of Research and Innovation is issued at the request of the research and development units and institutions, with the fulfillment of the following conditions:

a) the research-development units to be certified in accordance with the law;

b) to have a reception agreement between the units provided in let. a) and the researcher who has been accepted to carry out activities within a scientific research project.

The form and conditions under which the reception agreement is concluded will be established by order of the Minister of Research and Innovation:

  • - criminal record certificate or other document of the same legal value, issued by the authorities of the country of residence or residence and, as the case may be, apostille or superlegalised;
  • - medical insurance valid for the period of validity of the visa.

 

Other purposes - D / AS

 

The long-stay visa for other purposes is granted, upon request, by the diplomatic missions and consular offices of Romania in the country where they have their residence or domicile, in favor of the following categories of foreigners:

1. to those appointed as directors of a company, if they prove that they cumulatively meet the following conditions:

  • - have the quality of administrator;
  • - at the date of the request they are not associates or shareholders of the company in question or of another Romanian legal entity and have not had these qualities in the last 2 years;
  • - there is no other foreigner in the company in question who has obtained a right of residence for this purpose;
  • - the company in question has made a capital contribution or technology transfer of at least 50,000 euros.

2. those who apply to enter Romania for unpaid vocational training, in an accredited vocational training provider or in a public or private sector enterprise, authorized, under the law, to carry out such activities, if they prove that they fulfill cumulatively the following conditions:

  • - have concluded a training contract for unpaid participation in a form of training within an accredited vocational training provider or within a public or private sector enterprise authorized by law to carry out such activities;
  • - have means of subsistence in the amount of at least the average gross monthly earnings for the entire period covered by the visa;
  • - have the consent of the parents or guardian regarding the stay on the Romanian territory for this purpose, if the foreigner is a minor.
  • - those who carry out activities within volunteer programs, if they prove that they cumulatively meet the following conditions:
  • have concluded a volunteer contract with a host entity, which mentions the activity to be carried out, the conditions under which they are monitored in the performance of tasks, working hours and, where appropriate, training in which the foreigner participates, necessary to fulfill the volunteer service;
  • the host entity provides accommodation, means of subsistence and medical insurance for the entire period.

 

Residing in the country long enough will allow the foreign national to apply for citizenship in Romania after 8 years (or 5 years if married to a Romanian citizen). In addition to the minimum lawful residence period, the applicant will also be required to show good conduct and loyalty to the Romanian state.
